Gamebreaking Fix: Added vcruntime140 DLLs

Some Windows users were potentially unable to launch the game due to missing vcruntime140 and vcruntime140_1 DLLs.
Changes:
- Added vcruntime140.dll to the x86 release
- Added vcruntime140.dll and vcruntime140_1.dll to the x64 release
